WHAT IS THE LEVEL OF CAPACITY AND VULNERABILITY TO OVERCOME NATURAL CALAMITIES IN TANZANIA

My question is what is the level of capacity and level of vulnerability for these victims of floods in Shinyanga and other places in Tanzania where these natural calamities are experienced, what is the capacity of the government to overcome these natural disasters. It is a time now the government, civil societies, NGO and other individuals to see this as a challenge that need to be addressed, people in Shinyanga are still suffering what is the contribution of theses institutions including the government itself to build a capacity for the victims to cope with the situation.
